Welcome/In Attendance- Marnie Crawford (Acting Chair), Colin Beattie (MSP), Grant Stanley (Colleague of Colin Beattie), Catherine Dunns( Communities Officer, Midlothian Council), Darius Namdaran (Community Councillor), Ian Sprott (Community Councillor), Sheila Metcalfe (Community Councillor) Bill Macdonald (Community Councillor), Jennifer Gad (Minute Secretary), Owen Proudfoot (Community Councillor), Ruth Scott (Community Councillor), Diane Easton (Community Councillor), Dianne Alexander (Midlothian Councillor), Janet Lay-Douglas (Community Councillor), Jan Irvine (Community Councillor), June Tucker (Member of Public), Ann Walker (Member of Public). Minutes- Adoption of the Minutes from last month's meeting was proposed by Sheila Metcalfe and seconded by Owen Proudfoot . Minutes therefore accepted.
Matters Arising - The need for repainting of the box junction at Bonnyrigg Toll has been reported to Midlothian Council.
From the Midlothian Federation of Community Councils- CC's can request to be involved in issues which is of relevance to their community. Catherine Dunns may be able to provide more information
Police and Crime Report - Community Police were unable to attend this month, however they sent a report of Police matters in Bonnyrigg from the last month. Once again, anti social behaviour and break ins to vehicles have been reported in the area. CC Owen to complete the Police Scotland Survey which will inform the 2018/19 Police Plan. To be submitted by 21st February 2018.
Reports from Midlothian Councillors - Janet Lay-Douglas referenced the sad death of Adam Montgomery. Midlothian Council are currently focussing on the budget and an agreement on this must be reached by mid February. There have been complaints of an increase in traffic from residents of Golf Course Road due to the recent traffic restrictions around Lasswade Primary. Some residents are unhappy that they were not consulted over the decision to allow parents to park in the Golf course overflow car park at the bottom of their road.
Dianne Alexander has been involved in a campaign in Loanhead in relation to roads and traffic. Residents are concerned about speeding in the area and fed back that Church Road is too narrow for the flow of traffic. Dianne will take this up with Midlothian Council.
There have been various suggestions on how to manage the increase in dog fouling incidents within Midlothian. Dianne noted that there has been no real interest expressed in the 'Green Dog Walkers' project. There is the further option of spray painting around areas of dog fouling to raise awareness of the issue.
Colin Beattie MSP recently met with Chief Superintendent Leslie Clarke to discuss Policing matters. He reported that there has been a worrying rise in dog attacks within Midlothian. The reporting of dog attacks is a complex process and with an increase of dog ownership within the area there must be a focus on this issue.
Colin Beattie MSP is committed to challenging the closure of the RBS branch on Bonnyrigg High Street. Whilst he acknowledges the difference in how banks are utilised these days, he expressed concerns that if libraries and other public services close as well as the bank, there will be no heart of the community. With only 7 'Community Bankers ' being employed to service the entirety of Scotland, he believes this closure is unacceptable.
With 17000 houses to be built between Musselburgh and Edinburgh, Colin Beattie is concerned that there is not the infrastructure to support this. Darius suggested that the onus should be on developers to contribute more financially to local infrastructure.
Matters Arising from Members of Public- No issues raised.
Finances - 2017 figures have now been collated and there remains a balance of approximately £2000 in the CC account. The Auditor requires a receipt from works undertaken by Baillie Signs (Bill to organise).The CC have been awarded a grant of £285 from Midlothian Council. Darius will follow up on the closure of the twinning account. Currently signatories of the bank account are Darius, Bill and Ian. Sheila to take over role of Treasurer in near future.
Planning - CC have submitted a letter to Planners raising concerns over plans for a McDonalds restaurant to be built in the Tesco Hardengreen Car Park.
The Planning Review Board met recently and granted permission for a new restaurant to be built opposite the Laird n Dog in Lasswade.
Darius asked all Midlothian Councillors present to ascertain if the CC's objection to the plans for developing the car park in Bonnyrigg HIgh St has been brought before Councillors. Clarity required here. No definitive answer given.
Correspondence - CC Diane drafted letter of complaint to RBS over the recent announcement over their intention to close the branch on Bonnyrigg High St. RBS have been in touch with CC Chairperson to clarify the role of 'Community Banker'. A copy of this letter is to be put on the CC Webpage.
Admin Matters - CC Diane to take on the role of Correspondence Secretary.
Buses 31 and X31 are extremely busy and therefore one extra X31 will be in service in the morning and late evenings. It was noted that the X31 stops short of the bus terminus in Hopefield. Members of Public raised the need for the X31 to run through Poltonhall. It was noted that the Dalhousie Chesters development will affect the current bus route, and once that development is complete this may be an appropriate point to revisit this issue (if X31 route still does not include Poltonhall).
AOCB- Ruth reported there is a need for a salt bucket half way down Laird Terrace. Marnie will report this to Mark Rankin. Sheila noted that a street light is out of order on Laird Terrace. Dianne Alexander to progress this.
Date of Next Meeting- Meetings now to take place on 2nd Thursday of the month. Next meeting will be 8th February 2018.

Bonnyrigg, Lasswade, Poltonhall & District
During the month of January 2018 in the beat area BD01 – Bonnyrigg, Lasswade, Poltonhall & District – there were 77 recorded crimes reported, of which 33 were solved (43% solvency).
During this time period, there were 313 calls to Police Scotland.
INCIDENTS OF NOTE
Between 0420hrs and 0520hrs on Monday 1st January 2018 a business premises at Sherwood Industrial Estate was broken into. A safe containing money and business financial items was stolen.
About 0530hrs on Monday 1st January 2018 a bottle was thrown at a window of a house in Sherwood View, Bonnyrigg smashing the outer pane of a double glazed unit.
Between midnight and 1100hrs on Monday1st January 2018 a glass jar was thrown at a window of a house in Willow Avenue, Bonnyrigg smashing the outer pane of a double glazed unit.
Between 1030hrs and 1630hrs on Monday 1st January 2018 a Vauxhall Insignia motor car had the paint work deliberately scratched whilst parked in Holly Terrace, Bonnyrigg.
About 0400hrs, Wednesday 3rd January 2018, a Vauxhall Corsa motor car had it’s rear window broken whilst parked in Rowan Gardens, Bonnyrigg.
About 1915hrs, Tuesday 9th December 2018, following a disturbance in the Polton Street area of Bonnyrigg a male was arrested and reported for possessing a bladed article and other offences.
About 1730hrs, Friday 12th January 2018 at 12 Rose Path, Bonnyrigg, a window was broken by a stone.
About 1945hrs, Friday 12th January 2018 a 13-14yrs old male was seen by staff stealing alcohol from the Co-op, High Street, Bonnyrigg before running off.
About 0005hrs, Monday 15th January 2018, following a routine road check in Eskbank Road, Bonnyrigg, a male has been reported for driving without insurance.
About 1730hrs, Tuesday 16th January 2018 2 young teenage girls stole alcohol from open display within the Co-op, High Street, Bonnyrigg before running off as part of a group of 5 similarly aged.
About 1930hrs, Tuesday 16th January 2018 a female wearing a long black jacket with a fur edged hood, blue jeans, brown boots and wearing a blue backpack and carrying a pink bag stole £40 of meat from the Co-op, High Street, Bonnyrigg. About 1620hrs, Friday 19th January 2018, the same person returned and stole a further quantity of meat.
On Wednesday 17th January 2018 a male was arrested and reported for Wasting Police Time having made a false allegation of Robbery which was alleged to have taken place in High Street, Bonnyrigg.
Between 1800hrs on Sunday 21st January 2018 and 0720hrs on Wednesday 24th January 2018 a car was entered whilst parked in Saw Mill Medway, Bonnyrigg. Nothing was stolen.
Between midnight and 0720hrs on Tuesday 23rd January 2018, whilst parked in Cherry Road, Bonnyrigg a VW Passat motor car was entered and a drill and 3 faulty phones were stolen.
Between midnight and 0800hrs on Tuesday 23rd January 2018 whist parked in Burnbrae View, Bonnyrigg a Mercedes motor car was entered and an iPod and a quantity of perfumes were stolen from within.
Between midnight and 0830hrs on Tuesday 23rd January 2018 whist parked in Gordon Avenue, Bonnyrigg a Ford Fiesta motor car was entered and a Sat Nav and small quantity of cash were stolen from within.

To address this there have been Divisional Initiatives targeting the problem areas with dedicated foot patrols and our Midlothian CAT officers have been allocated to the area. Youth ASB in the Bonnyrigg area is a Divisional priority for Police Scotland J Division.
We are still carrying out pro-active speed checks at Hillhead and Wadingburn Road, and other areas in and around Bonnyrigg following concerns raised by local residents.

Having your say in the decision making process of Police Scotland is a vital tool for residents of Scotland to be able to shape the way their public services should operate.
Everyone's views across Scotland will be taken on board at a national and local level. We want you to help us focus on the priorities that will help communities most. There is no 'one size fits all' approach to local policing and all the needs and wants of individual communities will be considered.
This is the first time Police Scotland’s public consultation is being hosted on a digital platform. This allows us to reach a much wider audience than ever before, ensuring that everyone can have their say.
The online consultation is open all year which allows you to take part when it suits you but also gives the flexibility of being able to re-submit the consultation if your priorities change.
It's a very simple process that should only take a few moments of your time but will shape the way that policing is coordinated across Scotland and in your local community.
