- 7pm sharp (30-45mins) Graeme Patrick of Walker is attending to allow the CC to put forward views and discuss proposals for HS11- Dalhousie South. If possible please look up plans online if you did not attend the Exhibition. Chair intends that this will be a positive exchange, focussing on what we want from this site and not what is out with the developer's power to deliver.

Minutes of the Bonnyrigg and Lasswade Community Council
Thursday 17th August 2017, 7pm
Sports Pavilion King George V Park, Bonnyrigg
1. Welcome/In Attendance- Marnie Crawford (Acting Chair), Bill Macdonald (Community Councillor), Ian Sprott (Community Councillor), Jennifer Gad (Minute Secretary), Ann Morrison (Community Councillor), Owen Proudfoot (Member of Public), Ruth Scott (Community Councillor), Diane Easton (Community Councillor), Derek Milligan (Midlothian Councillor) Diane Alexander (Midlothian Councillor), Community Police Officer Lewis Hodgkinson, Ed Angus (Associate Member).
2. Apologies- Sheila Metcalfe and Darius Namdaran sent apologies.
3 Minutes- Last month's minutes adopted. Seconded by Dianne Easton.
4. Matters Arising- So far there has been no expressed interest in restarting the Bonnyrigg and Lasswade Twinning Programme. Treasurer I. Sprott noted that the Bank of Scotland have no record of a 'twinning' account. This needs to be discussed with Auditor I. Baxter.
5. Police and Crime Report- PC Lewis Hodgkinson attended in place of PC Dan Lennie. He reported that there has been a continuation of youth issues/ anti social behaviour by youths within the area, however this is expected to reduce once the schools are back in session. There have been increased reports of break ins within the area, in particular in relation to sheds. A discussion ensued as to whether youth workers and/or a youth club would be beneficial in tackling issues with crime undertaken by youths.
6 Reports from Midlothian Councillors- Councillor Derek Milligan explained that there was a £2.5m overspend within Midlothian Council last year. There is a requirement for increased budget for Adult Social Care and schools within Midlothian. Teacher numbers are protected. No cuts can be made from the already overstretched Children's care services. The Scottish Government Grant will be cut by 3.5% every year and this will contribute to the deficit of £35m. The Council will therefore have to make significant cuts to other departments and these challenging decisions will be made by the end of 2017. It was noted that other councils in Scotland face similar issues.
City Deal- This has now been signed. It will take place over the next 15 years and is supposed to focus on new projects. There has been disappointment amongst some Midlothian Councillors as some project will receive only partial funding.
Dianne Alexander- Notes that littering is a significant issue in some areas in Bonnyrigg and there is a requirement for more bins.
7 Issues Raised by Members of the Public- No issues raised this month.
8. Planning- Hs11- A consultation with Walker will be held on 31st August at Lasswade Library. This will be a drop in session from 1-8pm. Hs12- A consultation on the Dalhousie/Chesters development with Taylor Wimpey will be held on 30th September. Hs10- CC thinks a separate discussion with Walker would be helpful as there may be significant changes to roads required to accommodate Hs10/11 developments. There has been a retrospective application for containers on the old Market Site. An application has been made for a care home and a garage at Buccleuch Estates.
9. Traffic, Roads and Pavements- This group is a sub committee of the Federation of Community Councils (FCC). The next meeting will be on 29th August and Associate Member Ed will attend. CCs to note any suggestions they may have and email these onto Ed.
10. Financial Report- Catherine Dunn ( Midlothian Council) has been in touch to note that CC have not yet applied for small grant (worth £1838). This has been outstanding since May 2017. CC need to ascertain who are the Authorised Signatories. ? Darius and Ian. Is it possible to add another signatory?. All statements are now available and Ian Baxter is to audit the account from 2016 onwards Marnie will contact Ian B as he currently has the chequebook. Ruth is still owed £75. Latest statement for end of June 2017 shows balance of £2119.58
11. Correspondence- Community Council training is available in October to those who may wish to attend. It is noted that one of the Gp practices within Dalhousie Medical Practice intends to reduce its district within which it will accept new patients. This is presumably in response to the further planned housing developments within Bonnyrigg.
12. Admin Matters- CC Website requires extensive updating so that information is up to date and consultations can be undertaken.
